Notice of Final Agency Action Taken by the Northwest Florida Water Management District Notice is given that Environmental Resource permit number IND-113-315362-1 was issued on June 19, 2024 to Shai D Lothan of Florida Ranch Development for the construction of a new surface water management system designed to serve an approximately 298-acre rural subdivision located on the west side of Morristown Road in Jay (Santa Rosa County). This development includes the construction of new roadways and a driveway connection to Morristown Road. The entire development (approximately 298 acres) will consist of less than 5 percent impervious surface (approximately 2. 33 acres) which appears to qualify for the criteria listed under Section 4. 11 of ERP Applicant's Handbook Volume II as a rural subdivision. The rural subdivision will be served by three wet detention ponds located across the development. Please refer to approved plans for details of the ponds and their control structures. This permit is expected to have direct impacts to 0. 68 acres of onsite wetlands and secondary impacts to 0. 70 acres of onsite wetlands. Wetland impacts will be offset by the creation of an onsite Conservation Easement to preserve a portion of the remaining onsite wetlands. Failure to file a petition within this time period shall constitute a waiver of any right(s) such person(s) may have to request an administrative determination (hearing) under Sections 120. 569 and 120. 57, F. S. , concerning the subject permit. Petitions which are not filed in accordance with the above provisions are subject to dismissal. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the District's final action may be different from the position taken by it in this notice.
