NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Santa Rosa County.
REQUEST FOR RELEASE OF FUNDS
On or about January 31, 2023, Santa Rosa County will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to install 6” waterline in two residential neighborhoods in Midway in order to improve water pressure and provide fire protection in those area. Service Area #1 includes the installation of approximately 4,100 linear feet of waterline and 9 fire hydrants in the Barbarosa neighborhood with bounded on the south by Pecos Pass, on the east by Hondo Trail, on the north by Maverick Lane and on the west by Anderson Avenue. Included in this area is Stage Coach Trail, Laramie Lane, Lubbock Road, El Paso Trail and East Bay Blvd. from Pecos Pass north to Maverick Lane and Anderson Avenue from Maverick Lane south to US 98. Service Area #2 includes the installation of 7,520 linear feet of waterline and 8 fire hydrants in the New Hope neighborhood and includes New Hope Road from US 98 south to Martina Way, the entirety of Bay Breeze Drive, Reese Road, Whitewood Road, Martina Way and Red Sage Road. The total budget for the project is $800,000 ($750,000 CDBG funds, 50,000 Midway Water System match). All construction will take place within the right-of-way or roadways.
FINDING OF NO SIGNIFICANT IMPACT
Santa Rosa County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Santa Rosa County, 6495 Caroline Street, Suite G, Milton, FL. 32570-4595 and may be examined or copied weekdays 8 A.M to 4 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Santa Rosa County attn: Lani Birchett, Grants & Special Programs Director at 6495 Caroline Street, Suite G, Milton, FL. 32570-4595, (850) 981-2016, LaniB@santarosa.fl.gov. All comments must be received by January 30, 2023. Comments will be considered prior to Santa Rosa County requesting a release of funds. Comments should specify which notice they are addressing.
RELEASE OF FUNDS
Santa Rosa County certifies to the Florida Department of Economic Opportunity and HUD that Colten Wright in his capacity as Chairman, SRCBCC consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Santa Rosa County to use the CDBG funds.
OBJECTIONS TO RELEASE OF FUNDS
DEO will accept objections to its release of funds and Santa Rosa County certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Santa Rosa County; (b) Santa Rosa County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400107 East Madison Street, Tallahassee, FL 32399-6508. Potential objectors should contact Santa Rosa County to verify the actual last day of the objection period.

Florida Peanut Producers Association seeks National Peanut Board nominees.
Marianna, Florida – The Florida Peanut Producers Association seeks eligible peanut producers
interested in serving on the National Peanut Board. The Florida Peanut Producers will hold a nominations election to select two nominees each for member and alternate to the National Peanut Board during a meeting on February 23, 2023, at 6:30 PM at the Jackson County Ag Complex and Conference Center in Marianna. All eligible peanut producers are encouraged to participate. Eligible producers are those engaged in producing and selling peanuts and who own or share the ownership and risk of crop loss.
William Carte of Live Oak is the current Florida National Peanut Board Member, and Nick Marshall of Baker serves as the alternate. The term for the current Florida board member and alternate expires December 31, 2023.
USDA requires two nominees for each position of member and alternate. The National
Peanut Board will submit Florida’s slate of nominees to the U.S. Secretary of Agriculture, who makes the appointments.
The National Peanut Board encourages the inclusion of persons of any race, color, national
origin, gender, religion, age, disability, political beliefs, sexual orientation, and marital or
family status. NPB encourages all persons who qualify as peanut producers to attend the
meeting and run for the nomination.
It is USDA’s policy that membership on industry-government boards and committees
accurately reflect the diversity of individuals served by the programs.
Florida Peanut Producers Association is the state-certified check-off organization for peanuts in Florida and represents Florida's peanut producers in the areas of research, promotion, and education.
