PUBLIC NOTICE
March 9, 2023
The Federal Emergency Management Agency and Florida Division of Emergency Management
have received the following application for Federal grant funding. Final notice is hereby
given of the Federal Emergency Management Agency’s (FEMA) consideration to provide
funding in the form of a Flood Mitigation Assistance Program Grant.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and
evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and
safety considerations. Under Executive Order (EO) 11988 and EO 11990 FEMA is required
to consider alternatives to and to provide public notice of any proposed actions in or affecting
floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public
participation in the planning process and to consider potential impacts to minority or low-income
populations.
Funding for the proposed project will be conditional upon compliance with all applicable federal,
tribal, state and local laws, regulations, floodplain standards, permit requirements and
conditions.

Project Title:
FMA-FL-2021-Santa Rosa County Acquisition and Demolition of a SRL Home
Location of Proposed Work:
The area affected by this project consists of a single-family home located on Saddle Club
Road, Pace, Florida 32571.
Proposed Work and Purpose:
The project will encompass the acquisition and demolition of a single-family residence located
on Saddle Club Road, Pace, Florida 32571. A backyard shed will also be demolished and an
existing swimming pool will be decommissioned, demolished and filled-in as part of swimming
pool abandonment procedure. After all existing structures are demolished, the site will
be converted into open space in perpetuity.
Project Alternatives:
The alternatives to the project that have been and will be considered are 1) the no action alternative
and 2) home elevation. These alternatives to the proposed project are not viable because
under Alternative 1) repetitive flooding is not alleviated and the needs of the affected property
would not be served; and Alternative 2) considerable residual damages are expected, including
non-structural property-wide flooding, which makes this option not practicable.
Comment Period:
Comments are solicited from the public; local, state or federal agencies; and other interested
parties in order to consider and evaluate the impacts of the proposed project. The comments
should be made in writing and addressed to the Florida Division of Emergency Management,
Bureau of Recovery and Mitigation, 2555 Shumard Oak Blvd., Tallahassee, FL 32399-2100.
These are due within 30 days of this notice. The State will forward comments to applicable
regulatory agencies as needed. Interested persons may submit comments, obtain more detailed
information about the proposed action, or request a copy of the findings by contacting:

Florida Water Management District:

Inc. , 8175 South Airport Road, Milton, FL 32583. Requesting an average withdrawal
of 2,420,000 gallons per day from the sand & gravel and the Floridan Aquifer (Undiff)
for Public Supply use by existing/proposed facilities. General withdrawal location(s)
in Santa Rosa County Section: 29, Township: 2N, Range: 26W; Santa Rosa County
Sections: 5 and 8, Township: 1N, Range: 27W; Santa Rosa County Section: 32,

Interested persons may submit written comments/objection or submit a written
request for the Notice of Proposed Agency Action (NOPAA) regarding the application

NOPAA will be mailed only to persons who have filed such requests. A NOPAA must
be requested in order to be advised of further proceedings and any public hearing
date. Written comments/objection or NOPAA requests must be received by 5:00 p.m.
ET, within 14 days of publication of this notice of application.
No further public notice will be provided regarding this application. Publication of
this notice constitutes constructive notice of the permit application to all substantially
affected persons.
