S. , to be consistent with DEP Rule Chapter 62-41, F. A. C. , to update incorrect references, to include exemptions for any prevention or recovery strategies established pursuant to Section 373.0421, F. S. , and to prohibit increases to permitted allocations in a Water Resource Caution Area or Area of Resource Concern through use of a letter modification.
