Request for Proposal
Professional Study for NAS Whiting Field Aviation Mission
Notice is hereby given that the Board of County Commissioners of Santa Rosa County, Florida
is requesting proposals from qualified individuals or firms to provide a study to encompass
capabilities, future opportunities, and options in compatible growth with respect to Santa Rosa
County and Naval Air Station Whiting Field's aviation assets.
All proposals must be in writing and delivered by hand, overnight courier service, or U.S. Mail
to the Santa Rosa County Procurement Department, 6495 Caroline Street, Suite M, Milton,
Florida 32570, and must be received by 9:30 a.m. on April 28, 2022, at which time will be
publicly opened. Only proposals received by the afore stated time and date will be considered.
E-mailed proposal responses will be rejected. All bids shall be sealed and clearly labeled, “RFP
22-029 Professional Study for NAS Whiting Field Aviation Mission”. Please provide the
original proposal, labeled “ORIGINAL”, and three (3) copies labeled “COPY” along with one
(1) electronic file in OCR (readable) PDF format.

PUBLIC NOTICE SALE OF PROPERTY

Notice is hereby given that the Santa Rosa County Board of County Commissioners will receive sealed bids for the purchase of property located in the Santa Rosa Industrial Park East (SRIPE). Approximately 24 (twenty-four) acres of land located at the SRIPE is up for bid.

The use of said land will be limited to distribution / manufacturing industry use with the employment of a minimum number of at least 24 new employees and the retention of 50 employees and have a capital investment of over $5 million.

All bids must be in writing and delivered by hand, overnight courier service, or U.S. Mail to the Santa Rosa County Procurement Department, 6495 Caroline Street, Suite M, Milton, Florida 32570, and must be received by 10:00 a.m. on April 28, 2022 at which time will be publicly opened. Only bids received by the aforestated time, date and location will be considered. All bids shall be sealed and clearly labeled, “ITB 22-027 Sale of Property-24 acres SRIPE”. Please provide the original proposal, labeled “ORIGINAL” and one (1) electronic file in OCR (readable) PDF format.

Santa Rosa County will retain the right of first refusal in the event the property is sought to be sold. Santa Rosa County reserves the right to negotiate a higher sales price with the highest responsive bidder. Santa Rosa County reserves the right to award more than one bid if it determines such to be in the best interest of Santa Rosa County.

Each bidder will submit a minimum of $500.00 earnest money deposit which will be non-refundable should such bidder be awarded the purchase. The deposit will be credited against the purchase amount.

Santa Rosa County reserves the right to waive informalities in bids with or without cause, to reject all bids, or to accept the bid that it determines to be in the best interest of the County.

Each bidder making a purchase proposal agrees that if it is awarded the bid, it will enter into a purchase agreement described herein within thirty days of the bid event. The purchase agreement may be assigned by the successful bidder to an assignee approved by Santa Rosa County at the County’s sole discretion.

Notice is hereby given that the Santa Rosa County Board of County Commissioners is calling for and requesting proposals for Green Waste Processing/Grinding at the Santa Rosa County Central Landfill.
All submittals must be in writing and delivered by hand, overnight courier service, or U.S. Mail to the Santa Rosa County Procurement Department, 6495 Caroline Street, Suite M, Milton, Florida 32570, and must be received by 10:00 a.m. on May 10, 2022, at which time will be publicly opened. Only submittals received by the afore stated time and date will be considered. E-mailed proposal responses will be rejected. All bids shall be sealed and clearly labeled, “RFP 22-025 Green Waste Processing/Grinding”. Please provide the original proposal, labeled “ORIGINAL”, and five (5) copies labeled “COPY” along with one (1) electronic file in OCR (readable) PDF format.
A pre-bid meeting will be held on April 26, 2022, at 10:00 a.m. at the Santa Rosa County Central Landfill, 6337 Da Lisa Road Milton FL, 32583. Meet in the front parking lot for further instruction. All interested parties are strongly encouraged to attend.
