NOTICE OF PUBLIC HEARING

TO ADOPT REVISIONS TO
SANTA ROSA DISTRICT SCHOOLS

2022 – 2023 SCHOOL CHOICE PLAN

Pursuant to Chapter 120, Florida Statutes, the Santa Rosa County School Board will hold a public hearing to consider the revisions, additions and deletions to the 2021-2022 School Choice Plan in preparation for the 2022 – 2023 school year’s School Choice Plan. The purpose of these changes is to update the existing School Choice Plan in accordance with legislative and State Board of Education Regulations. The public hearing is scheduled for May 12, 2022 at 6:30 PM in the Santa Rosa County School Board Room at 5086 Canal Street, Milton, Florida.

Copies of proposed revisions, additions and deletions for the 2022 – 2023 School Choice Plan will be available for study and examination at the Douglas A. Dillon Administrative Center in Milton, Florida from 8:00 AM to 4:00 PM, Monday through Friday, April 8, 2022 through May 11, 2022.

Early Notice for Public Review of a Proposal to Support Activity in
the 100-Year Floodplain or Wetland

This is to give notice that Santa Rosa County has determined that the following proposed action under the Florida Department of Economic Opportunity (DEO) Community Development Block Grant (CDBG) program (22DB-OP-01-27-01N14) is located in a wetland. The Town of Century will be identifying and evaluating practicable alternatives to locating the action in the wetland and the potential impacts on the wetland from the proposed action, as required by Executive Order 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.

The proposed activity that will take place in a wetland is the construction of approximately 400 linear feet of waterline which will be located in the right-of-way and parallel to Anderson Avenue on the east side. The area where the waterline will be placed is developed, no additional area will be disturbed, thus the project will not create additional erosion or discharge, and will not impact any flora and fauna at the site. There are no adverse effects anticipated on recreational, educational, scientific, historic or cultural values. The total number of acres of wetland involved in the project is approximately .16 acres. The improvements are necessary in order to provide adequate fire protection to the residents living in the neighborhood bounded on the south by Pecos Pass, on the east by Hondo Trail, on the north by Maverick Lane and on the west by Anderson Avenue.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the wetland alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in wetland, it must inform those who may be put at greater or continued risk.
