Final Notice and Public Explanation of a Proposed Activity in the
100-Year Floodplain and Wetland

This is to give notice that Santa Rosa County has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection to determine the potential affect that the activity in the wetland will have on the environment. The activity is funded by the Florida Department of Economic Opportunity (DEO) Community Development Block Grant (CDBG) program under 22DB-OP-01-27-01-N14.
The proposed activity that will take place in the wetland is the construction of approximately 400 linear feet of waterline which will be located in the right-of-way and parallel to Anderson Avenue on the west side. The area where the waterline will be placed is developed, no additional area will be disturbed, thus the project will not create additional erosion or discharge, and will not impact any flora and fauna at the site. There are no adverse effects anticipated on recreational, educational, scientific, historic or cultural values. The total number of acres of wetland involved in the project is approximately .16 acres. The improvements are necessary in order to provide adequate fire protection to the residents living in the neighborhood bounded on the south by Pecos Pass, on the east by Hondo Trail, on the north by Maverick Lane and on the west by Anderson Avenue.
Santa Rosa County has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: The waterline must take place in this location in order to connect to the current watermain and provide fire protection to homes along Anderson Avenue. The alternatives to the waterline being constructed in the wetland would be to obtain access through the backside of the properties, however, this area has not been previously disturbed and there is no easement. Additionally, in most cases, this area is also in the wetland. Another alternative would be to not construct the waterline. This was not a viable alternative because it would not address the problem of inadequate fire protection for the residents living along Anderson Avenue. All FDEP state mandated procedures will be followed to avoid unnecessary disturbance. No recreational, educational, historic or cultural values will be potentially adversely affected by this activity. No additional area outside of the right-of-way will be disturbed. There will be no increased impact to the environment and erosion control methods will be used during construction in order to eliminate construction activity impact. All state and local wetland protection procedures will be followed.
Santa Rosa County has reevaluated the alternatives to building in the wetland and has determined that it has no practicable alternative due to the scope of the project. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains/wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands it must inform those who may be put at greater or continued risk.
