The United States Navy Announces the Start of the Fifth Five-Year Review for Naval
Air Station Whiting Field, Milton, Florida
The United States Navy (Navy) in coordination with the United States Environmental
Protection Agency (U.S. EPA) and the Florida Department of Environmental Protection
(FDEP) has initiated the Fifth Five-Year Review (FYR) for environmental restoration
(ER) activities at NAS Whiting Field. The purpose of the FYR is to evaluate the implementation
and performance of the final remedies to ensure they are and will continue
to be protective of human health and the environment. The FYR is mandated under the
Comprehensive Environmental Response, Compensation and Liability Act (CERCLA),
Section 121, for sites where hazardous substances, pollutants, or contaminants remain
onsite above levels that allow for unlimited use and unrestricted exposure. A FYR report
will be prepared by the Navy as part of their Environmental Restoration Program (ERP),
which follows U.S. EPA guidelines under CERCLA. The Fifth FYR Report will be completed
by September 30, 2026.
The Navy will conduct the FYR with the evaluation of pending, completed, and ongoing
remedial actions implemented at ERP sites at NAS Whiting Field. This FYR includes
thirteen (13) sites where remedial activities have been ongoing since 1985, as well as
any areas where site-related contaminants remain at levels above those that would
allow for unrestricted use. The ER sites included in this FYR are: Site 1 – Northwest Disposal
Area, Site 10 – Southeast Open Disposal Area A, Site 11 – Southeast Open Disposal
Area B, Site 13 – Sanitary Landfill, Site 15 – Southwest Landfill, Site 16 – Open
Disposal and Burning Area, Site 17 – Crash Crew Training Area A, Site 18 – Crash
Crew Training Area B, Site 30 – South Field Maintenance Hangar, Site 32 – North Field
Maintenance Hangar, Site 33 – Midfield Maintenance Hangar, Site 35 – Public Works
Maintenance Facility, and Site 41 – Former Pesticide Storage Building 1485C. Navy
and CERCLA guidelines call for this review every five years to ensure the remedies
continue to be protective of human health and the environment. The FYR includes conducting
annual site inspections as well as interviews with key personnel knowledgeable
with NAS Whiting Field environmental history which includes the U.S. EPA, FDEP, the
Navy’s ER personnel and Navy ERP contractors.
The Fifth FYR Report will be made available to the public through the Navy’s Administrative
Record (AR) File for NAS Whiting Field. The Navy’s AR File for NAS Whiting
Field contains data and documentation supporting past site decisions regarding
the Navy’s ERP cleanup of NAS Whiting Field. The Navy’s AR File for NAS Whiting
Field is available electronically at https://administrative-records.navfac.navy.mil/?QXNMVM4OG_
M6QJG47WP. A subsequent public notice will announce the completion of
the Five-Year Review Report and its availability in the NAS Whiting Field Administrative
Record.
The Navy will solicit concerns and comments about the FYR remedies and performance
through questionnaires and interviews with interested parties. Public participation
is encouraged and welcomed. If you are interested in participating in the interview
