Second Public Hearing Notice

Santa Rosa County plans to apply to Florida Commerce (FC) for a FFY 2024 Small Cities Community Development Block Grant (CDBG) of $ 1,014,971 in the Economic Development category. The activities, dollar amounts and estimated percentage benefit to low- and moderate-income persons are as follows:

Santa Rosa County proposes to use CDBG funds to construct a stormwater retention pond and other related improvements at the Whiting Aviation Park. Santa Rosa County is partnering with a participating job creator that will utilize the improvements to open a facility that will create and/or retain a minimum of 29 Full-Time Equivalent (FTE) Jobs. A minimum of the 15 FTEs created and/or retained will be held by or made available to Low-to-Moderate Income persons within Santa Rosa County. All construction will take place within rights-of-way or on property owned by the County.

Santa Rosa County does not expect that anyone will be displaced as a result of CDBG-funded activities. If any persons are displaced as a result of the planned activities, Santa Rosa County will assist them as described in the County’s anti-displacement and relocation policy, which is available for review at the Santa Rosa County grants department.

A public hearing to provide citizens an opportunity to comment on the application will be held at Santa Rosa County Commission Meeting Room, at 6495 Caroline Street in Milton, FL on Thursday, January 9, 2025, at 8:30 a.m. A draft copy of the application will also be available for review during normal business hours in the County grants department located at 6495 Caroline Street in Milton, FL by noon on January 8, 2025. Persons wanting to submit written comments on the application should contact Karen Spayd, Economic Development Grants Manager at (850) 981-2072 or by e-mail at Karen@santarosa.fl.gov or by mail to 6495 Caroline Street, Suite 4, Milton, Florida 32570 no later than January 13, 2025.

A copy of the final application will be available for review at the grants department no later than January 15, 2025. The application will be submitted to Florida Commerce on or before January 31, 2025. The public hearing is being conducted in a handicapped accessible location. Pursuant to the provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in the hearing is asked to advise the County at least 3 days before the hearing by contacting Karen Spayd at (850) 981-2072.
